In that case it should be working because you said the black was switched by the pir.

Are you sure the pir is OFF but the lights still ON?
 
Just tired it again and the black core in cable 1 is switched live when the PIR activates. Therefore you are saying that is this powers the outside lights they should go on and off with the PIR sensor?
 
Sorry I had cable 3 blue in in too (which is live) and that's what was causing it stay on. I've removed it now so there's just cable 1 black and 7 brown in it and the outside lights are now working on the sensor.

Now for the override.

Some pirs have this function.
When in sensor mode but lights off, if you switch off/on/off/on quickly the lights will stay on permanently.

Does yours do this?
 
It's all back to how it is my most recent diagram apart from cable 3 blue which is disconnected and stays live unless the left hand switch is switched.
