Take the ceiling down, or take the floor up. If you cant take the floor up, you'll need a plasterer at least to make good your routing holes.
 
What's the ceiling construction? L&P? plasterboard?
If ceiling is suspended or on battens, makes it much easier.

If you know roughly where the joists are you can make the holes for the downlights next to them, then you may be able to get a long drill bit or right angle drill to make some holes for the cables. They only need be smallish holes.

Thanks. I am assuming they are plasterboard. House is only 7 years old.
