The police don't have the time or the manpower to investigate some poxy purse snatch from an unlocked car. Get over it and let the insurers do their thang.
You've not stood up for the crim but you have been very unkind and uncaring - and you have victim blamed which quite frankly, is appalling.Harsh but true. He needs to quit bleating. There are people out there relying on the police to catch villains that have murdered or raped their daughter and pi££d on her summer dress.

Car crime? Forget police interest.
Burglary? Forget it (apart from getting a crime no. for your insurers).
Theft from car while you were there; used to be called "robbery" a while back. Again now, not even interested.
Not making easy for the crims also extends to the Police, I suggest. By effectively decriminalising more and more categories of offence, more and more of those offences will likely be committed.
