something must be wrong in your observations/measurements.
if the flow is reduced, it is impossible for the gasuse to stay the same and at the same time not get a temp increase. nothing to do with limescale; simply total energy in = total energy out
If only life were as simple,I think you should market your "total energy in=total energy out heat exchanger as you'll be very rich!

life is that simple.
if you read AND understand it, you will notice it mentions totals but no claim is made that all what is burned will appear as heat in the hot water.
it also mentions a relation between a flowredutcion and gasuse, which is completely different from the energyrecovery.

if you don't understand how the physics of this process work, don't try to be smart, try to understand what you are reading in stead.
