Noisy cold water tap

Hi,
My coldwater tap in my upstairs basin makes a lot of noise when I start to turn it on (a sort of wailing sound). Once fully open it is fine but then when it is turned of it it makes a banging sound (like water hammer). Last week the cold water supply to this tap burst when I turned it off. I have since fitted a new flexible tap connector but noises continue.

The tap is supplied direct from the mains.

Any ideas what could be causing this?

Probably just loose washer/jumper in tap. Change washer first and see if it helps.

How do I reduce the pressure when the tap is being fed direct from the mains?
