Do councils have to offer notification? I called my council today and they had no idea what i was talking about.

What council is it?
All council will have guidelines on building regulations, you will have either got an idiot on the phone or work experience!
 
Ealing, they have notification for building works etc.

They wont, it will come under table 3 of the charges.

Table 3 charges
Table 3 charges are for other works not covered by table 2 or table 1 (see below). Typically this could be for something like the formation of a ground floor WC under the stairs of an existing house. The charges relate to the estimated cost of the works and should include a reasonable amount for labour.

Some London Councils are over £350 - rip off - they never visit or test - just blatant money grabbing.
 
Does it really surprise you that Ealing are charging that much?;)
Could be worse though, our flush neighbours just down the A40 in the RBKC have to pay a minimum of £293+vat.
