is there a code or governing body I can contact to find a reliable painter to paint the outside of my house
or can someone recommend one from experience

Wish there was sometimes to get rid of the chancers and toshers, but then again if there was it would probably be so bogged down in legislation and stupid red tape that we'd all get fed up with it and quit.
The only advice i can give is pretty much what has already been said. Word of mouth is best by far, but if a tradesman is prompt and on time to do the quote, gets back to you quickly, spends a bit of time explaining the job/choice of materials it reflects well. There are of course other things to look for and ask.
I'm not a fan of the dulux select scheme but one thing very much in its favour for the customer is that the work is guaranteed and backed by Dulux.
Others like checkatrade are still a bit hit and miss as i personally wouldn't want my work to be rated by someone who didn't know what they're talking about, i see guys on there with dozens of 10's but yet i find the general standards of most trades i come across to be well below that. Also as a fussy bar steward myself i would probably rate my own work as an 8 out of 10 as i would expect a 10 to be absolutely flawless which is incredibly difficult to achieve without an open budget.
