I am removing wallpaper from a plasterboard wall with the intention of painting all of the wall, in some places some of the paper from the plasterboard has come off, if i rub it down i know it will end up not all that flat, my question is on an imperfect wall will polycell smooth over improve it suficiently to paint and look decent, or is there some other magic way.

you really need to get it skimmed, that polycell stuff is okay provided there is already plaster on the wall, it doesn't stick that well to the paper on plasterboard.

Fill it and then line it..filling alone will leave a different surface texture to the plasterboard finish...that will leave it looking patchy after its painted.

Lining paper will even out the surface so ts the same all over.

Or get it skimmed
