POLYSTYRENE ON A ROLL

I HAVE JUST MOVED INTO AN OLD COTTAGE AND MOST OF THE CEILINGS HAVE POLYSTYRENE ON A ROLL. CAN WE PLASTER OVER IT OR DO WE HAVE TO SCRAPE IT OFF FIRST? :?:

scrape it off

it was probably applied to hide cracked plaster
or possibly distemper. I used it once in an old house with both; when papered and painted it looks very smooth
 
OK I THOUGHT THAT WOULD BE THE CASE, NOT LOOKING FORWARD TO THE MESS THOUGH! ONE ROOM AT A TIME THEN. THanks
