Potterton Performa...Low pressure

I have been told by my plumber that if the pressure drops below about 1.5 i need to open the valve to increase it, as i had a small leak before christmas which he felt he had repaired but have noticed that despite bleeding the rads they are still cool at the top. When i checked the pressure gauge noticed it was very low, obviously dont want to call him at this time of the evening. Have looked underneath the boiler and can see 2 valves both black which i am sure he said both need opening to increase the pressure..am i right?
Hope this makes sense to someone out there
