Reluctance to do landlord cert

Rental place, gas safety check failed, old combi condemned, so I got a GS plumber I know to swap for a new ideal esprit. As part of this, I made that point that I needed a landlord cert doing. Plumber said yep no problem, he’d had a look at the gas hob (only other appliance) but had run out of forms for the landlord cert so would get some more and drop it over to me.
Few days later I get the building control gas installation cert through, with the ideal registration - all good.

No sign of landlord cert though, and try as I might I cannot get him to do it. Said he’d drop it over to me but nothing, and it’s now been 4 weeks of trying to call and message him. I’ve said I’d pay extra for it - just need it doing.

I’m about to give up and get someone else to do it, I’m just genuinely curious as to what the issue could be? Do you need a different type of GS registration to do these which his may have expired or something? It’s an odd one as I’d have thought it wouldn’t be a big deal for him to just do the form. Thanks!
