Replacing wooden joists...

Hi all.

I will be installing a new floor using 2x4 joists. I have been told to attach a joist along the length of the wall and hang the joists off that.

What should I be using to attach the joist to the wall? Will Sleeve Anchors do the job or should I be using resin studs?

also, does anyone know how many should be used and the spacing between them?

When I am doing anything like that I put a 8mm thunderbolt between every joist approx 16" centres, 4x2 is a small section for a floor joist?
