Ripped off!

I have been having trouble with cold air, draughts and heating the house (takes hours to get to 20 degrees Celsius and then the heat disappears very soon after boiler finally switches off). Anyway I thought I'll have to get to the bottom of this so I know what to do. I've been in the property a month and it's making me miserable. I googled draught experts and up came a local company who specialise in diagnosis of building defects damp, renovations, everything. The guy on the phone sounded genuine and told me his qualifications in air tightess , thermal imagery etc. Not only can his company diagnose the problems, they can fix it too, so it's a one stop shop which sounded perfect to me.
So, he arrived the same day, with a square canvas bag which I presumed had some equipment in it. We talked for a while about the problems with the house. He said 'don't block up the airbricks', I said I know not to do that. He then said 'make sure all little gaps between floor and wall and pipes etc. are filled' I said I know about that, been doing that already. I was started to think everything he was saying was fairly obvious and I let him know that everything he was telling me was basic stuff. He then started yawning and rubbing his eyes. He had been in my house telling me the bleedin' obvious for about half an hour. I was wondering when he would start the testing with his equipment when he said 'well I'd better push off now'. I was surprised but I just accepted it wasn't a job he wanted so I opened the door for him to leave and he said 'I'll take a cheque, it's okay people always forget to pay'. He charged me £90 pounds plus vat for nothing.
I won't mention the name of the company; that may be against the rules, but I so upset and feel I have been taken advantage of. I just want to fix my house, I'm and pretty good at some d.i.y, I read this website to get more knowledge; but I just thought I'd get someone in to diagnose and fix the whole thing, because I was getting a bit fed of not making much progress with this particular problem, but now I feel angry and upset and feel like a very stupid woman.

I very much doubt if there's any real comeback from this one, unless he didn't deliver what he promised in a contract, written or verbal.....I would be most dischuffed at this service too, and would have definitely challenged him before paying anything.
Not trying to be patronising here but we don't know what he promised, and what you asked him for but it does sound if you have been done a disservice.
I'm sure we can help you out with most of your issues on here, which hopefully will be some sort of compensation!
To kick off, let us know how much insulation you have in your loft and what you have in the form of double glazing, etc.

What type of firm did you ask to view the property, at the very minimum I would have expected a written report detailing the draught problems/solutions etc , if you have paid for his visit.

Ok, today Sunday 13th Dec 2015.
Zero degrees outside at 9 a.m.
Boiler switched on; eco alpha combi boiler. Thermostat read 15 degrees celcius.
It took till 2.15 p.m for temperature to reach nineteen degrees celcius.
The living room is approx 12ft/11ft with one double radiator.

Kitchen cabinets are colder than the fridge to touch (just the lower ones), there is freezing draught blowing through gaps that can't be sealed, like the fitted oven door, cupboard doors etc. Everything that CAN be sealed had been; inside and out.

Roof insulation is required depth according to home buyers survey.

Things already done by myself or handyman; repointing, expanding foam or filler/ motar in voids and gaps in floorboards and around pipework inside and out and under floor through foundation wall? (The walls that beams sit on).

Next year having survey for cavity wall insulation and bay windows retrimmed and sealed; although they are not draughty and the moment because of remedial work.
 
please take your meter readings and see how many cubic metres of gas you use per day. And temperature inside/outside.
 
You can also calculate how much energy your house "ought" to use to maintain an indoor temperature 20C higher than the outdoor temperature, and see how your actual usage compares

this one assumes 0C outside and 20C inside IIRC, so check the meter daily when the cold weather comes.
It will use more when heating up from cold.
