Not sure how this one actually works, but yes, it should stop you driving the screws in too far, so look to see how you adjust the depth stop. On the other hand, it may just be a bit holder that's being oversold.
 
That thing will hold your screw bit, but it wont stop the screw going in too far. This has to be done by the torque on your drill. You can set your torque to just bury the head in the board but you will find it will be inconsistant and may have to tweek it a bit. As long as you don't go thru the paper just bury the screw so it cant be felt when you run your hand over the board. After a while of putting screws in you will soon know how deep to go...

The bit holder you have got looks like a standard bit holder that will screw the screws in perfectly well if you are careful and use the drills torque settings.

However I think that will not work as a depth stop (as you were looking for) because the screw bit will stick out too far and so will screw the screw in below the plaster if you screw in too hard.

I think this is what you were looking for where the screw bit is recessed and when the metal flange hits the plaster the screw cannot go in any further:

I'm not familiar with "Silverline" tools but if it is an adjustable holder, & it looks like one then:
Put the holder in the chuck, and the bit in the holder, and practice driving into off-cuts of dry wall and wood backing.
Twist the gnarled rings to advance or retract the bit head until the screw head just sinks below the paper face - it dimples the board.
