You can but you need to modify the pipework.

If you can't do this then consult a friendly plumber

Make sure he moves pipes under the floor if they come up to it and not just sets them in to match your new towel warmer otherwise it will look awful.

I didn't word my reply very well, I was actually meaning setting pipe work over with elbows rather than proper sets.

I personally don't like to see pipes into rads etc other than dead straight. I realise this is not possible in some cases though.
