Two Way Two gang Switch

I have moved into a new house the staircase light when switched off at bottom will not switch on at top & visa versa can someone explain wiring, P.S. the bottom switch is a double serving light in passage

When you say a new house, do you mean a new build property?. It sounds as though the two way switches may have been put in "upside down". On two way switching, there are two possible paths between the upstairs and downstairs switches. The common of oe of the switches is the live feed, the common of the other is the lamp, the normally open and normally closed contacts of each are connected to each other, it doesn't matter which way round, but if the live feed or the lamp is not connected to the common, then there cannot be two paths between the switches, and so the two way wiring won't work.
