Upstairs radiators cold, downstairs radiators hot

A couple of weeks ago my overflow pipe started leaking water, but only very occasionally so I thought nothing of it. Now, when my Central Heating is on, my downstairs radiators are hot but my upstairs radiators are all stone cold. I have been in the roof and the feed-and-expansion cistern is full. Can anybody help? I desperate and broke!

Is the overflow coming from the F&E tank? If so change washer or complete ball valve.
Radiators may be full of air. Hvae you bled them? If you have then the water pipe from the F&E tank to the system may be blocked.
