Vaillant Turbomax 242E Hot Water Problem

I got Vaillant Turbomax 242E. Central heating is fine, but it heats water only when tap is fully open.
Does anyone know what could be a problem?

We normally change the whole valve in that boiler because they dont last much longer than the diaphragm.
