To hide screw heads that have been sunk into the wood, i.e. not just countersunk, much deeper.
 
Still not getting it, how does a cork fit onto a screw head size hole?

an ugly cork!

The idea being that you buy the right colour to match the wood you have, so it totally blends in. You match the grain direction before putting it in.

The best way is to make your own plugs using offcuts of the exact same wood.
