Whineing heating

Hi, I have an oil central heating sytem. Its pretty old but working ok except. When the boiler fires up it starts a harmonic whine which is very lnoticable and annoying. I have found that if i go to the oil tank about 50feet away from the boiler and turn the valve to off and then back on or just move the valve handle slightly it stops the whine. But once the boiler turns off then comes on again the whine starts again, move the valve it stops and so on. The feed pipe is under the suspended wooden flooring and through the wall.

Is there someting i can do or fit to stop this very very very annoying whine.
