Yes, very true. My brother recently did some work on a lighting circuit that was still live. He was fitting a spotlight in the downstairs loo. Apparantly because the switch was off it was safe to work on it 
Needless to say I went mental at him for doing it. Of course arrogant as he is, he would't listen. He even put his little voltage pen on the wire and claimed 'look its off t**t' whilst it was red and bleeping. I'm there thinking 'Yeah mate, that means its live'
