refilling a Worcester 24cdi

Hi all. We recently drained our system to move some rads and im now trying to refill. However the pressure is not rising. All that is happening is that the filler tank in the loft is overflowing through its pipe to the outside. The prv on the boiler doesn't seem to be connected to anything. Any ideas?

Did you close any valves when draining down and not opened them on refilling?
