The first post matters. Temperatutes of lofts, exoense, etc, is outside the remit.
Expense is, indeed, your problem. As for your initial post, the regulations require, amongst other things, that the CU be 'accessible' and that it is adequately protected against various environmental influences (like extremes of ambient temperature). There can clearly be debate as to what constitutes 'accessible', but the temperature issue is definitely a relevant one.

You seem to have come here because you want people to tell you that there are 'no problems' - so, if that's what you want to believe, then fair enough.

It's not really us you should be asking - you should really be asking the electrician who would be installing and certifying this CU whether they would be prepared to so so in the location you want.

No electrician is involed at this stage. Want to specify, the get them inolved. It would be better if you answered the question in post 1, and not giving unwanted suggestions.

I, and others, have answered - telling you that it's a matter of interpretation of the regulations, such that I would expect that a good few electricians would not be prepared to do, and certify, what you would like done as being compliant with the regulations.

Accessibility for the handicapped is a grey area for CUs but should be considered.
 
I am only interested in the regs, not opinions of the regs.
You don't seem to get it. Since the regs cannot be (and are not) exhaustive, the best you will get is individual people's interpretations of ('opinions about', if you want) the regs - and, as I said, it is the interpretation made by the electrician who you would expect to certify the work as being compliant with the regs which should interest you.
