Cold radiator - flush needed?

Hi,

I have an issue with a radiator that just doesnt heat up. Well it does very intermittently, as it did start to get luke warm again for about 3 days last week before going back to being stone cold again.

Over the months trying to fix it I have tried turning off all radiators apart from that one to make the flow increase to it (no joy), Took the rad off the wall and into garden to flush through (water came out so not blocked internally).

Really baffled by it as all the other rads work fine. This ones pipes dont even get hot. Could it be blockage in pipework leading to it that shifts occasionally hence why it rarely does decide to get warm?

I have added some cleaning agent to the system and will be draining it down at the weekend, but just interested in ideas as to the cause and potential fixes, as its driving me mad now. I also dont want to pay £000s for a power flush just for this one radiator if I can help it!
 
Does the rad have a TRV ? If so ,remove the actuator head and see if the pin in the valve body is moving freely up and down .
 
Try disconnecting the radiator again, and into a bucket open up one valve and check the flow rate, and do the same the other side, could be restricted somehow. What size pipework, what material is the pipework?
 
I forgot to add that I had already checked the pin in the TRV and its moving freely.

I will give taking it off again a go at the weekend. Its copper pipework but unsure of the size and not at home to check. It looks standard pipework though (if there is such a thing)
