Close, it's a point where enough people have either natural antibodies after being infected, or after vaccines, to stop the disease having significant outbreaks.

Depending on the disease it is around 95% of the population. More infectious diseases need higher % than less infectious diseases.

The reason it's important is that unless you have that then the outbreaks are highly likely to get those with weakened immune systems. For them the vaccine may not be enough or they may not be able to have a vaccine.
