I am expressing my view on the topic, I am not forcing anyone to agree or try to sway their views. I think this guy has acted out of excitement of them winning the world cup. I have never won a world cup but I can imagine he would have been pretty ecstatic.

Also the culture of the UK is entirely different to Mediterranean countries. In the UK I say hello and goodbye when I great my staff. In southern Europe it would be inappropriate not to hug or at the very least give a warm handshake and rude not to kiss the cheek of many females.
