Of course you are, now you've been told the criteria for a gang that the report uses.
He can look stupid if he wants. Less than 4% of the data in the reports is even relevant and in 2/3rds of the data there is no evidence on ethnicity.

The recent Casey report was utterly scathing about the lack of data and the poor quality and inconsistency of data.

It also explicitly says that while you can try to use it to see trends in ethnicity it is unreliable and shouldn't be done.
