Australia have agreements with the countries the boats leave from to return them. Unless we can persuade France to do the same, then we are stuffed.

No. There are a small number of countries where these boats set off. Australia has agreements with those countries. Australia tracks the boats and intercepts them at sea and then returns them to the country from which they set off, with the agreement of that country. Very few boats try it any more.
