I think there is a chance Starmer's 1 in 1 out might have a small impact. But it has a lot of lifting to do to make up for the cancelling the only deterrent that was having an impact.

I know a lot of ex-RNLI people who now volunteer for independent life-boat services due to the "work" the RNLI do in the channel. They pretend its a tiny amount of their operations, but when you look closely at the data something like 20-25p in every £1 goes on taxiing illegals and there have been vessels left to seek help from freighters due to RNLI boats tasked on Uber duty.
 
If you set off, knowingly in an unsafe, overloaded, unregistered, illegal "ferry" - it is your fault.
So if a pleasure craft goes out in the sea without proper equipment and untrained people on board, get in trouble, when they ring for help the RNLI should just say: "oh you can drown its your own fault"

Do the RNLI ask for certificates and insurers details and service records before responding to any event?

Do you carry yours with you in case of such an emergency?
 
When the boat invaders first hit the news there was no lifeboat rescue. The raiders simply ran in all directions as soon as the boat hit the shore, and disappeared into the hinterland. Who is to say that is not still happening and that the RNLI don't intercept them all?
