That's not how other tax code changes apply at the moment. Changing tax law is easy, updating HMRC's code to handle a different formula will cost more than this 3 year giveaway and take longer.

They seem to manage with all the other changes. But if something cannot be implemented then it cannot be implemented.

Other tax code changes work as I described, they don't just zero rate the basic band.

Reform have probably have done this sort of analysis and have a web page with some examples of what people would be getting from it. Although I haven't seen it.

Cutting government and reducing the tax burden on higher paid people is pretty much Reforms reason for being.
