It's an attempt to create a link in the minds of simpletons between crime and people with funny names.
In Nazi Germany, a popular downmarket paper used to print lots of reports and photos of crimes or un-German activities carried out by people considered ethnically inferior. Today, you find something similar happening in Israeli media. And on Internet fora frequented by racists.

Why not just offer them the 40K to just remain on the other side of the channel, avoids the risk of crossing the channel, saves the hotel bill, the taxi service going out to mid-channel to pick them up. What an absolutely crazy idea, just ship 'em out.....
