Steps 4 & 5 in the instructions are clear - the hinges go into the seat and the plates are then screwed onto the pan.
They are 'top-fix' fittings and may rotate inside as you try to unscrew them - if you try a little upwards pressure (pull the seat upwards gently) whilst unscrewing it can help
