    Where the paint has peeled off, what is on the underside of the paint? Is it just the paint, or has something come off the wall with it? If it's just the paint, then I am suggesting it's because the paint has low adhesion to the wall, and by surface preparation you will be able to improve this...

    I would propose/guess it's something to do with the surface you're painting onto. If it's water-based bathroom paint, then whatever you are painting it on to needs to be able to absorb it a bit. I would say the problem is caused by insufficient surface preparation, so you need to investigate...

    I'm seeing a flat roof and thinking that it's probably leaking somewhere or your gutters are blocked and overflowing. These things are hard to diagnose over the internet, but as you are no doubt aware, flat roofs are notorious for leaks.

    It looks like a water leak to me, and is likely caused by a high volume of water coming off the roof because of melting snow. I would be very surprised if it's condensation. If it appeared quickly and the area is all damp it's likely a roof leak.
