Thanks for all the help managed to get it all out after a few hours of trying, I ended up coating the entire seal with silicon remover scraping out as much as I could when it had removed it.
Then used a pair of grips on the plug side to move it back and forth. this the started it moving but...
Yeah replacing for a new waste and tap that match guess I’ll keep going I’ve got some silicon removing paste which I’m trying now.
I’ve managed to turn it about a quarter way by hammering on the bit that is jutting out.

I can’t remove the sink as it’s tiled above and siliconed in as well, it’s a new build and they’ve heavy siliconed over the bolts they hold the sink to the wall.
