drainpipe is almost certainly causing a problem. move it so it can drain into a gully ( think thats what its called). lift the floor boards and have a look underneath. you should see damp or wet areas that are worse than others so would give a clue as to where your damp is coming from, ie failed...
would be worth having a look under the floor to see if anything is going wrong. i've got/had water coming into the foundations from multiple places and has been for a very long time. damp patches over various walls etc. maybe water penetration occuring in your house?

as with all handbrake adjustments, you start with adjusting the rear brakes up first THEN make any adjustments to the cable. that way an overadjusted handbrake doesnt interfere with braking efficencies.

floor is timber and removing it isnt a problem. the height of the damp in this wall at its highest is about 5 foot ( where the leaking soil pipe and missing gutter was) more or less tapering down towards the centre of the house to about 1 foot high. pictures would have been handy...

did you replace the p/s alternator etc drive belt? you may have changed the tensioner but if the belt is a little stretched or the ribs are worn it can cause the tensioner to rattle and vibrate giving the noise your getting. try to watch the movement of the tensioner with the engine running...

buy a punto new from a dealer you should get a spare engine included in the deal since head gaskets are a problem and the steel sumps are good for corroding and turning porus. core plug next to the t.belt water pump area is a good'un for leaking as well. don't worry if t.belt snaps though...
