If your boards are tongue and grooved than you can use bal fastflex. If not then the plywood option in 18mm is the way to go, but a coat of unibond to the plywood would be a good idea.

The only thing i can think of that has happened is that wooden stairs have a fair amount of give in them so when you are walking on them its loosening the tiles because of this. Have you tried Bal flexible floor tile adhesive?
