    Hard sell tactics ????

IMO He'd just like to know who has quoted what before he potentially wastes his time calling round to explain his pricing/job etc. He may have no intention of undercutting his price. He may be completely above board and honest. I may be the devils advocate.

    cellar flooding

you can membrane over the steps. do you not have a pump built into yours system behind the membrane? if not. providing you are confident you have fitted the membrane correctly, you should fit you own submersible pump and perimeter channels.

this beetle is not always associated with fungal decay. it can just be the infestation of the wood borers alone.

    Basement Water Penetration

keysol or a similar product sprinkled over the new slab whilst wet will reduce the risk of free lime. Rodding points and the use of a geotextile can also reduce the risk of blockages within the system. There are plenty of details here...

    Damp upstairs

Sounds like a condensation problem to me as opposed to a penetrating dampness issue. You could look at increasing the ventilation by speaking to - http://www.timberwise.co.uk/pages/Air-Quality-Solutions.php or someone similar... Or increasing the temperature of the internal wall...

    Damp proof course

probably in the mortar bed at the base of the sub floor vents. but it will be dependent on external ground levels and internal floor levels.
