Its a metal shed and needs a concrete base. Comes with gutters and will have a water butt but the issue is the part of the garden its on is already going to be the lowest point.

Built in 1958. I might err on the side of caution and gripfill and put a tall wood plank like skirting over it and then fill the top effectively encapsulating it however it seems other walls don't have it so if it was asbestos someone has removed it from literally the rest of the kitchen.
