I think that is a very good explanation and thank you very much, of course what looked like water could easily be preservation fluid squeezing out. Well I only have to wait till Wednesday for the rest of it to arrive and see what's what with that.
OK the question was not about rot, as it happens both the shed & base are pressure treated and guaranteed 25 years against ROT, the membrane is as recommended by the manufacturer.
Well I don't know what they did but the base so far delivered was saturated to the extent steam came out when drilling and water squeezed out as the screws were tightened, a bit more than what you would get from splashing, more like stored in a puddle!
Having disposed of a metal shed with terrible condensation I didn't want to risk a repeat performance and I don't know anyone who has one, I certainly never have.
And how would I have found out they do this sort of thing ? I checked them out on TP and they have a good score and most people seem happy, I am simply a victim of the atrocious weather ATM otherwise I would have been non the wiser.

Could be something wrong with the current shunt, bad connection etc OR depending on how the output of the 723 is connected to the o/p base the lack of a current limiting resistor as the o/p transistors will take a lot more base current w/o damage than the poor little 723 can cope with!

Added to that I want to store household items that I don't want getting damp e.g. cardboard boxes, magazines, odd bit's of furniture etc
Well I guess it's going to be a suck it and see job, the only bit I need to waterproof before I put it up is the underside of the floor and its bearers/joists. The weather here is horrendous at the moment anyway, very hard to work outside. The supplier has just confirmed they are stored outside...
So what your telling me is all the shed makers are as bad as each other and couldn't care less about the condition delivered to the customer, makes them sound worse than the double glazing industry or solar installers!
Ohh dear, so I won't be able to use it till it's dried out and that could be months
more importantly I had hoped to waterproof under the floor before putting it down
