It is above a dishwasher but there us a cupboard next to it which looks like it houses a likely candidate. Photo attached. Is the silver hose with the valves the guilty party?

Nope. What you see is what you get. Nothing in the loft either (unless It's been covered in insulation, anyway...)

Morning, my Ideal icos HE15 is very low on pressure. I am aware there should be a filling loop either on the boiler or the hot water tank but I can't find it. There is a silver flexible hose in the airing cupboard but it does not have a valve attached. Please can you help me locate the loop...
