you always have an open port . Both ports can never closed at the same time.. And as we know one rad should always be trv free

the top one is a manual bypass and can be left completely closed as you have a 3 port valve The bottom one is a balancing valve for the HW which from fully closed open it about 1 and half to 2 turns

The 2 wanting over 2 grand for a possible 12 metre pipe run using no more than 150 quid of materials are trying to have your pants down . I would not be entertaining them in anyway . Simple pressure test at the boiler will confirm whether pipe needs upgraded You already have part 22mm pipe...

in the airing cupboard is there two electrical valves attached to pipe work by the pump , possibly 1 with 3 connections

your bottom connection is this for a dish washer if so then its probably left a load of gunk in that elbow dismantle it and clean it out

but denso might just still walk in ;)

Is it a modern one in the pavement outside ? Its usually easier to just turn off outside
