you could try cleaning the surface with a concentrated sugar soap solution this should remove any remaining grease. Finish with wire/steel wool then a wipe with white spirt to remove any remaining residue.

lining paper should always be hung horizontally never vertical. As for the degree of difficulty just work directly from a line marked horizontally by chalk line or spirt level or if the skirting boards/dado rail are fairly level work directly off those.

i would suggest you try white spirit or paint brush cleaner, before you apply to the stain try the solvent on a spare piece of tile just to make sure no further staining occurs. Are the tiles glazed/faced or quarry tiles?
