Well...googling I see I need flasher and cable to connect flasher to pc....typically £30 on well know auction site for them both.
I also need the flasher software I expect fromTexecom...can this be obtained without buying their flasher kit along with the latest panel firmware?

Strip off browning and redo with bonding and skim.

It may be possible to skim a very thin layer of multifinish.....almost just making the wall smooth rather than a 2 or 3mm coat - is that ok?
