Thanks sparkymarka, your comment re whether the alarm panel pcb was a plus helped me. It looks like somehow 13 was marked as a zone (even though it's not active) so I went into engineering mode and corrected it. The reason why your previous suggestion (to omit 13 when arming) did not work for me...
