    Was the road cordoned off? I don't think so. Fair enough if he was trying to cross a blocked off area he should be stopped but there was nothing to suggest that and people were freely moving around nearby

    From the footage it looks like he is alone, there are a few guys hanging around (mostly people filming) but nothing to suggest he is with a group of people. The times he tries to cross the road I don't see anyone else being shoved around There is no evidence to suggest he is "planning" anything
