You can leave it as a full panel, drill holes to pass hot, cold and waste pipes and have the service valves inside the cabinet rather than in the void.

I have a very similar setup in my house over 3 floors. Previous system was all 15mm and loft radiators never got very hot despite balancing the system. When I refurbished the lot, I run 22mm pipe to loft and centre manifold for first floor. Downstairs radiators were left to be fed by 15mm. Now...

And clean that green oxide off the pipes and joints with steel wool and then wet rug.

Unless one of the pipes is pierced. If that's the case, cut 5-6inches, coupler joint to the new T and resolder.

Don't worry too much about technicalities. That lead sealant sticks to everything in any shape or form. Just make sure you clean very thoroughly before applying. Vacuuming the joints is best.
