It's a well known scam, especially with kitchen/bathroom fitters and roofers. They take a job on for a reasonable price which then becomes a second mortgage for "unexpected problems". As others said, get rid of him because as things progress, he will find more "problems" and charge you for it.

Mine is sharpened on the lower edge and the way it rotates allows cut grass to be sucked into the basket. If the upper edge was sharpened, firstly the cut grass would be pushed on the ground and then the shortest cut would be 3 inches.

Some boiler technicians will try to sell a new boiler to anyone. I've been in the same situation when only the fan had packed up after the boiler was unpowered for a few weeks whilst we were on holiday. I paid £120 because I was told that was the fallout fee, but never contacted that boiler...
