its indicating a fault either with the overheat stat, or with the boiler. possible causes:- faulty sensor, worn pump, restricted water ways. you should get a Gas Safe Registered engineer to look at it.....

have you googled the cylinder to find installation manual? if its an unvented cylinder the expansion bubble or expansion vestle has lost its charge, the manual would give you the details to recharge this.
