The original system was installed God knows when. I noticed on the old system that this big frontroom rad was where all the sludge collected, was always the last to warm up which suggests' it't position is as much the problem

If my new Vaillant programmable room thermostat has it's target temperature set at say, 20 degrees, does this mean the boiler fires-up and stays on burning gas untill that room reaches that temperature?

No, it's a 2 pipe system. Each radiator has each end going to 2 seperate pipes running along side eachother under the floor.
