Just spoke to our district planning dept and they say you need planning permission for a wall next to a path and highway....rediculious when it's replacing a 10ft hedge to a 6ft wall. Will just have to see if people put a complaint in as its pretty much finished

Thanks. Why would a neighbour question it though? That's the worrying bit when it's costing £3-4000 (it's a big wall)
