Should the syphon/trap always be full during normal operation? i.e. does the syphon/trap fill first and then fill out through the condense pipe, or does the syphon/trap only fill up if the condense backs up and there's an overflow?

I've got a Vokera Unica 28HE boiler. The condense pipe froze last week and the boiler stopped working (code 10). I disconnected flexible pipe from boiler and emptied into bucket. Reset boiler-worked for a few hours with condense into bucket but then stopped again. Can't get it to stay on-keeps...
